Miracle Fairy Anne is a SSR Supporter character that uses a Rocket Launcher as a weapon in Nikke - Goddess of Victory.
A reviver similar to Rapunzel, although Miracle Fairy Anne provides more offensive buffs to the team, especially if you have 2 to 3 attacker type in your roster.
Upon initial testing, she is quite good and can be worth pulling if you need a reviver and supporter. She thrives the best in a team with supporters and attackers. Defenders do not benefit as much from her skills.
Her skill 1 provides lifesteal all supporter type allies for a short duration, thus making them pretty much safe from dying. Her skill 2 improves the teams HP cap while decreasing enemy HP cap. This is good in PvP mostly. This works great against Noise as Noise increases her own max HP, thus nullifying that advantage.
Her skill 3 is where she shines, giving very nice attack buff to attackers while being able to revive any ally and heal all attacker types in the process. This skill is quite good and perhaps better than Rapunzel as the attack buff will sky rocket your team's DPS, especially if you have top units like Scarlet, Harran, Drake etc.
Overall, she excels in PvP and does decently well in PvE content. As long as you don't use any defenders in the team, her utility is good and will fit well in most teams.
As for pulling, she will be worth pulling if you lack an attack buffer and reviver.
